why will every bulky group create hinderance at equal amount if their sizes r different??

Bulkier groups create more steric hindrance
Say NO2 would create more hindrance than COOH
Say SO3H would create more steric hindrance than both of these
What we study in SIR and all is mere approximation such that after a group is bulky enough
It creates enough steric hindrance to change the plane of the group on ipso carbon (the one on the ortho position of which the bulky groups are)
