Unable to lower max refresh rate (Ally X)
Maximum refresh rate can be changed easily in desktop environments, but not Steam Gaming Mode.
I would like to lower max refresh rate from 120hz to 60hz to lock framerate using vsync (don't question this - it's complicated and related to lsfg-vk) but it doesn't seem to be possible.

- Steam performance menu
- Handheld Daemon "Run Steam at 60/72hz" setting
- Setting refresh rate in Desktop mode, then switching back to Steam Gaming Mode
- Setting a global GAMESCOPE_REFRESH_RATE=60 environment variable from desktop mode
