You can report users either in game or by submitting a report via Riot support.

I know this, but I was in a match, so I wanted to ban him mid-match. This guy is ruining the team he's on, and I also want to get back the rr points I lost because of him. He was using all his client power against us on the team, so I want to ban him because he's doing it over and over again on multiple accounts.
I already did this but will my RR be refunded?
You’ll have to wait for support to review the report and they will make a decision from there
