They stress that any modification that causes an unfair advantage for players, will lead to a restriction.

you shouldnt get banned for using it but there is always the risk

Just stick to safe stuff.
although a rule of thumb is aslong as it doesn't touch riot or VALORANT memory then you should be good.
Use AMD or Nvida, those shouldn't ban you at all, i use amd myself, but i think nvidia is also just fine
