BCLib Vanilla Fog Issue
using BCLib remove the ability to disable the vanilla fog
game version: 1.21.1
Fabric: 0.16.14
Mods:DistantHorizon 2.3.4-b; BCLib 21.0.13; FabricAPI 0.116.4; World Weaver 21.0.13
tested in Singleplayer mode

Try disabling BCLib fog, then check if vanilla fog toggles start working again

Can you expand on the issue a bit?

You can remove fog in the config at: Advanced > Graphics > Fog > "Disable vanilla fog" or with mods like Sodium Extras, Optifine, or some other fog removal mod.
If the fog is still there and you have BCLib installed, you have to disable BCLib’s fog too.
whenusing BCLib the option to turn off vanilla fog do not work and the vanilla fog alwase stays on

Are you sure it is vanilla fog and not BCLib fog?
BCLib has its own fog that can be disabled in its settings

Solution
Try disabling BCLib fog, then check if vanilla fog toggles start working again
