Which measurements are/aren't negotiable for shirts? (Im just a little guy)

I'd like to learn how to figure out fit solely off of measurements so i can make informed purchases online. Ive made it this far not knowing jack about fit by trying things on in person to suss out anything thats completely unwearable/not worth the trouble of adjusting.

Specifically, i'm looking at button up shirts right now and my prospects are not great. Most things are just bigger than the loose/relaxed fit button ups i own that i've measured to compare against. And I'm specifically looking for a well fitting shirt, which i don't own any of. :yea: I figured some parts like sleeve length could be easy to finess by cuffing or hemming, but i think shoulder width would be pretty non negotiable? And what about bust? Is that something that i could take in a little fabric on the sides? Too long shirts can also be tucked in, but then if theres chest pockets they may hang weirdly low?

Basically, which measurements can i afford maybe ~5 cm of leeway and which measurements should i be strict about?
