Valorant stuttering/freezing issue

Valorant has a stuttering issue where every few seconds, the game freezes for a split second. When this happens, my screen freezes for what I estimate around 1/4 of a second. I have ruled out network errors because my friend says I'm still moving when it's freezing mid-movement on my end. I've also run Forza and Minecraft on my pc, both of which don't have freezing/stuttering issues even when the GPU usage is at or close to 100%.

PC Specs:
CPU: AMD Ryzen 7 9800x3d
Motherboard: Gigabyte X870E Aorus Pro Ice
RAM: 64 GB of DDR5 6400mhz CL32 (downclocked to 6000mhz cl30)
GPU: Gigabyte GeForce RTX 5090 Master Ice
PSU: NZXT C1200 Gold ATX 3.1 (1200w PSU, I am using the 12vhpwr that the PSU provided, no extensions)
OS: Windows 11 Home
Drivers tested: Game Ready drivers 577.00 and older
Plenty of case fans and an AIO for a CPU cooler

Fixes Tried:
  1. Rolling back drivers from 577.00 to 576.88, then to 576.80, and finally to 576.02 using DDU in Safe Mode, none of which fixed it
  2. Toggling between PCIe versions 5.0, 4.0, and 3.0
  3. Disabling Xbox Game Bar and disabling Discord overlay
  4. Toggling numerous Windows settings, including Hardware-accelerated GPU scheduling, Variable refresh rate, Optimizations for windowed games, and Game Mode.
  5. A fresh Windows install
  6. Clearing CMOS
  7. Reseating the GPUI've tried so many potential fixes (as listed above), none of which work. The most promising things so far are disabling hardware-accelerated GPU scheduling (Windows setting) and unplugging my 2nd monitor. This maximizes the interval between freezes, although it still happens very frequently (every 5-10 seconds or so). This is very frustrating as sometimes my game freezes when I'm in a gunfight or someone peeks me, and I just get Thanos snapped into the spectate screen.
My biggest suspicion right now is just a 5090-Valorant compatibility issue, as when I was using my friend's 3050, there was no freezing. There's also no freezing in other games.
