i have one project , and two branch (prod and dev) , the total usage not even close to 100mb , and its already reject the new wirte request ,

Hey! Can you review your Settings > Instant Restore setup? Currently, we track your backups as part of the storage limit (we call this synthetic storage). We don't have a good way to let you know how much synthetic storage your using but if you lower your Instant Restore window (or disable it), that should free up quite a bit of storage, especially if you have a decent amount of writes (db state versions).
We're working on making this more transparent. Expect a big update in 2 weeks (hopefully)!
