Upgrade stuck in "Shutting down API services"

I tried to upgrade from PostgreSQL 15 to 17 today, but the upgrade has been stuck in this state for three hours. Do you have any idea what I can do?
It's not self-hosted, and I’m on the free plan. :blobsad:
