4 because it has the max number of functional groups? and OH has a higher priority than alkene

no thats not how it works 7 will be number of carbon in longest chain but let me check still cuz i have never heard this rule

alkene is not considered a group by iupac And even if it is there use the locant rule and number the chain where the numbering gives them lowest carbon number the sum of the number given to carbon of all the functional group should be least internet go direct to iupac

iupac itself, in this case i wasnt being sarcastic, i usually skip iupac cos who cares :P but since you said what you did i thought kuch hoga. and accepted it but thanks @Sephrina for the assist!
