Remove layered packages

I had installed gparted, kvantum and veracrypt by layering them into the base image and want to get rid of them. I used rpm-ostree reset and then systemctl reboot and can see that the layered packages and local packages are removed on the active image, but it seems the secondary image still has them?

How do I get rid of them? Or do I not need to worry about it?
