Sudden Issue: bed not heating at expected rate anymore - V-CORE 4
300 hours printing, suddenly the Bed won't heat anymore - is there any way to test whats is broken?
Can I replace the thermal fuse in the bed or do I need to spend another 250$ for a new silicone pad??

Fuse is replaceable.
Where is this fuse located? And is there a guide on how to replace it? And where would I get this "HW2351EC" even?
Would it be in the right "pouch thing" on the silicone pad?

It should be in the middle pouch. On mine it can be pulled out but not easily, some people have cut it open which I would not suggest unless necessary. You can get replacements on Amazon, AlliExpress and 3D vendors. Get several, I've gone through at least a half a dozen by now. I don't believe there is a quide but it is easy as long as you have some crimps as well.

One more question though it seems to be the "HW2351EC" according to the Guide but I can't find this exact one.. will 250° 10A work also or which Fuse should I choose? I can't seem to find one with 250° and 5A.
On the V-core 3.1 the recommended fuse was 147C or thereabouts that I use as well, some people are using 187C but I think that is risky.

On the V-Core 4 500 for this it was sitting on the puch on the back, 250v and 15A @157°
