Cant change plan in Azure and website.
I have created an instance in Azure and can't upgrade my plan from free to paid.
In Azure, the change plan shows only free.
And I tried on the web to pay for the launch, and I received an error "unable to process payment."

I am not understanding what happens, once the project is red and sayes i a, out of the quate of free plan and unable to push new data to DB, and now the red flag removed and i see the the usage is updated.
how come?
