Failed downloads on steam for windows

I had been playing games on my mac using heroic's steam for windows like rocket league since i can get workshop maps etc. Recently, i had to do an update and the download always failed, slowly or immediately turning into 0bps disk usage as seen attached.
It would also give reasons such as "content servers unavailable" or "no network connection" even though i had been connected the whole time, I even tried different wifi networks in different homes. its as if it cant connect to steam servers or something.
