HDR Clipped Peak Brightness

On newer versions of KDE, I feel like there's a bug with HDR where it clips the high brightness below what my monitor can put out. I'm running a 7900XTX and 5800X3D, and my monitor is an MPG321URX QD-OLED with a 400 nits true black mode and a 1000 nits peak brightness mode. I have it set to 1000 nits, and the KDE calibration set to the same. Gamescope and GE Wayland both result in the same; the brightest spots of the screen that should be pushing 1000 nits are dulled, looking darker than normal SDR conversion without hdr turned on in the game. Last time I tried Bazzite, I had gotten an older version of the ISO before 6.4 added the calibration in KDE settings, and I somehow had it working then, but I cannot for the life of me figure out why it's clipping the highlights this badly. I've attaches some images of a star in Helldivers 2, for instance. One is HDR, where it's badly clipping the brightness, and the other is SDR at max brightness, where it looks fine
