It says “rr refunded” cause that person got it immediately.

Well prob talk to riot support or if a rioteer is down to talk to u here talk to them js don't ping and bother them since this is a community server and not a riot one
Once you complete a match, on the screen where you gain or lose rr, you see “+rr refunded”
