Can't install NI-VISA drivers (layering local package)

I am trying to layer on the ni-visa (https://www.ni.com/en/support/downloads/drivers/download.ni-visa.html) package as I need their properiatry driver. It seems to work for others on Fedora, but with rpm-ostree I get this issue:
error: Checkout ni-pal-errors-18.2.0.49152-0+f0.noarch: opendir(local): No such file or directory
Ignore the package version, I am having this no matter which version I use. Does anyone have suggestions on how can I use this with rpm-ostree? It is a locally installed package. I am having to find a second laptop for Windows to use lab equipment otherwise.
