Weird choppyness and GPU spikes

After waking my PC up from sleep this morning it has been acting weird.
Everything suddenly becomes slow and choppy to the point that it at times becomes unusable, unable to watch watch YouTube videos (dropping frames and clipping audio, even at 480p) when a browser is the only thing that's open. Moving the mouse around is also visibly choppy, and opening the terminal takes over 5 seconds.

In system monitor I'm seeing some really weird spikes on GPU usage, but the choppyness persists even when GPU usage is low and not spiking

I've tried restarting, going to ostree:1 and manually updating the system. I've also tried disabling hardware acceleration in firefox

I'm using Bazzite as a desktop OS, with a 5600x, a 3060ti, and 32gigs of ram.
