Issues with installed mods: (flags?); file name persistence, disabling, reordering, and uninstalling
was using this mod https://gamebanana.com/mods/612613
was investigating another issue with one of my own mods (mod is just broken lol)
noticed that the amount of installed mods was one less than the number of vpk files in my addons folder
assumed it was this mod (which doesn't quite work properly for me)
decided to uninstall
not all files were removed
manually deleted the other file
another vpk file showed up after game launch
did reproduce a couple times with some variations
not sure if this is the same bug or another, but a random vpk file showed up with a different date modified, even after I manually deleted it.
