Unknown annoyance with floating tiles

My tiles are just horrible, im on wayland and my tiles just keep going on top of each other, randomly go to "sleep" and wont let me access another window behind it, if it does let me eventually it will just straight up stay on my screen, you cannot even hover over it to wake it up and use it, you have to press on the taskbar icon and then singal it and move it. I cant even open my settings or menu wihtout it always going behind my active or inactive window. its been super frustrating and i have no idea how to solve it. No non of my apps are "keep above others" or "keep below". now to even use my UI/windows I have to literally move to my task bar everytime
