Godbound System Commission - Alternate: Module Dev

Short Description: Wanting a functional game system of Kevin Crawford's Godbound.
Long Description:
My TTRPG group is transitioning from D&D 5e to Godbound for story reasons. To date, we have used Foundry and Discord to conduct our sessions, and I am interested in as minimal of a disruption to the flow and administration of the game as possible.
I have found this github repository that loads in to v12 Foundry fine, albeit having some incomplete items:

It appears to be reliant on PDFoundry, https://foundryvtt.com/packages/pdfoundry, which is not functioning with v12.
I attempted to use a couple of alternative PDF modules like https://github.com/fryguy1013/pdftofoundry, but I have had no success. The module does not show up in the Manage Modules list of Settings.
It seems like this could be a simple troubleshooting and compatibility task, but I am interested in a quote for a robust solution, potentially even forking the system into a more completed version. If the interested dev would like to propose a couple of alternative solutions, I am open to making this work in a variety of manners.
I would prefer to stay on v12 as I have a couple of existing D&D 2014 game with various modules that broke once the 2024 rules came out. Our fix involved reverting to v12.
I do not have a good idea of exact requirements to define "robust solution" and would appreciate assistance in delineating that before agreeing to any work.
Budget: $100 is the most I would like to put towards this. I understand that that limits the hours value of this project severely. I am open to discussing more, but would like to review alternates and such prior to committing to that.
