Uneven first layer issue, some areas high, some low.

Attached is my bed mesh at temp. The yellow numbers represent a 3x3 test I did with a piece of paper to show how much the Z had to be adjusted to lightly pinch the paper throughout the build plate. The results seem to be consistent every time. I can't figure out why this is happening but this has been frustrating not being able to use the full bed considering it has a 0.3mm swing from high to low on the paper test.
vcore 4 500 idex. Enclosed with bed at 110c and heat soaked for 60 minutes when the heightmap was made. Titanium X rail.
