Is there a hard spending limit on cache reserve?

Hi, I'd like to enable cache reserve but I've seen the horror stories. Are there spending limits I can put into place?

If not, say if I did get a bill because of a ddos attack, are there payment plans for those who don't have the funds to immediately pay it?
