Ridiculously low flow ratio

I am having a hard time dialing in my flow ratio. I have tried on a couple different filaments without much types and each time I get something in the 0.7 to 0.8 range which seems too low. My printer has a orbiter 2.5 extruder with a Peopoly lancer meltzone long hotend with a 0.6mm nozzle. I am trying to just tune PLA and my print temps are at 205C. I have checked that my extrusion distance is correct. It checked out. Here is my latest flow ratio calibration within orcaslicer which has its 0 flow ratio at 0.9. All of the swatches seem to be significantly over extruded. Has anyone encountered this issue before?
