I'm going to spend 3000 UC now and I'll get 850 on top of that, meaning 3850 UC. I'll use that to buy the Elite Plus season. Is it possible to transfer UC to my brother from someone I have so he can buy it too, or can I buy the season for my brother from my UC?

No, he has to purchase the pass himself or you can gift him the pass with real currency.
