TLDR: Contact the site owner. The site owner has configured Cloudflare to block you. - Try reaching out to the site owner via alternative channels (Twitter, Discord, Forums, ...) or email info@<the domain>. We cannot help you get in touch with them. - Include your Ray ID when contacting them. The Ray ID is should be located at the bottom of the block page. This will help the site owner identify why you were blocked. Nobody in this server or any Cloudflare employee will be able to help you. Cloudflare will not overwrite the configuration of the site owner, so please reach out to them instead.

Rate limit rules are entirely set by the site operator, as strict or as loose as they want

Ok but I did nothing to get banned? I simply clicked a game to vote for best family game and it banned me. The site shouldn't be able to ban me for having an opinion on a game on the website that it meant for having opinions on games...

Unfortunately, they can. Cloudflare's just a tool to configure, no different then an alarm system in a building. It's possible it's a misconfiguration on their end, you could try reaching out to them with the ray id per the bot msg above, or possible it's a purposeful configuration due to an attack on them or them wanting to stop votes in a particular way. Only they would be able to find out and fix, or confirm intentional. Rate limiting is temporary, it will eventually go away, length depending on their settings. Possible it was triggered by too many people voting on the same network, etc, but it's also very flexible in configuration and could be from something else.
