Can we add support for editable position for dash scatter without baking it?
I want to know whether dash scatter works similar to 'batch merge actor' instancing in unreal. If so wouldn't it be possible to adjust the postion without baking.

You mean you basically want to be able to move one single rock that belongs to a rock scatter instance for example?
yes
we do have an instancer selectability action in the Dash search actually, which is basically this. But it works not perfect so has not wanted to show it much😅

regarding performance, I don't think so. But honestly, not 100% sure.
The one downside with this, is that if you reload the level, the manual movement you made is reverted😅
To avoid that, you have to delete the scatter tool from the tools panel menu, before moving the objects. This breaks the procedural aspect of the result, and you can then use this instancer selectability without revert issues 🙂

also can we re-enable procedural aspects of deleted tools. some times some of scatter gets removed from dash toolbar but its still present in the outliner
No such plans right now no. But I will note down your request to the list 🙂
Once a tool connection is broken, there is no way of getting it back sadly.
We are doing some RnD on the full tool system that should be able to help these types of issues at least!
