There is a big Cloudflare outage at the moment which is currently being fixed. There is no ETA for the fix yet.
It might be that Riot will not apply penalties for disconnects that happened during the outage, but that is only a guess.

We do not know that unfortunately :( Since this is not an issue on Riots side, we have to wait
