My val in game ping is at around 30 but it shows 9 in the menu.

It feels like my latency is even higher than 30 ping, although it shows just 9 in the play menu. I have tried restarting my router and i have checked all the apps taking up my bitrate in task manager. There is nothing that is downloading anything or using up significant data. Does anyone know how to fix this issue.
