FPS Drops Even With High-End AMD PC

I’m having an issue with random FPS drops in Valorant. My PC specs are:
GPU: Sapphire Nitro RX 9060 OC 16 GB
CPU: Ryzen 5 7600X
RAM: 32 GB DDR5
Windows 10
Even with high settings and FPS capped at 155, I sometimes get sudden FPS drops (from 155 down to 3–40 FPS for a split second). Other games run fine and benchmarks show my GPU is working normally.
Here’s what I’ve tried so far:
Reinstalled Valorant and Vanguard
Reset Windows power plans
Optimized AMD Radeon settings for performance
Disabled all overlays (Discord, Xbox Game Bar, Radeon Overlay, MSI Afterburner)
Turned off Multithreaded Rendering in Valorant
Set Valorant to run on high performance GPU
Disabled fullscreen optimizations and ran as admin
Capped FPS at 155
Repaired Valorant
Even after all that, the micro-drops still happen.
Has anyone else with a high-end AMD setup seen this? Any tips to fix it completely would be really appreciated!
