Entire PC freezes when interacting with the Steam menu bar

Just hovering over the tabs is enough to freeze my entire PC (except audio) for 2-3 seconds.
I narrowed it down to being caused by the dropdown menus that appear when hovering, but why would these be problematic.

Solution

Oh it was already disabled for some reason, enabling it fixed it :MeowNod:

Just saw someone on github with a similar issue after installing IVPN, however I don't have that installed, nor any other VPN

hmm perhaps disable hardware acceleration in Steam

oh yeah
hardware graphics acceleration is meant to fix this freezing by shifting more graphics operations onto the GPU
& freeing up the CPU so it can do it's job
if the CPU is busy everything freezes
