How to create a custom and accessible dropdown menu (select + options)

I was wondering if anyone knew any good resources/videos that completely broke down the process of creating a custom and fully accessible select + options list or if anyone could give me some tips.
From the research i've done, its come to me attention that this is super difficult and has been a pain point for many years now for devs. I keep coming across videos talking about <selectedcontent> and the new method that will one day be used on all devices. But until then, I need to learn how to be able to create it the 'hard' way.
I spent a frustrating entire day yesterday trying to make it work with chatgpt's assistance but I dont understand the code and wouldnt be able to come close to replicating what its done so I was hoping to learn in another method.
(I included the design for the dropdown menu)
