Will Neon DB Auto-Rebalance Work if We Configured Table Partitioning Manually?

By talking with some AI, it says if we configured table partitioning manually like adding 16 partitions by a hash key, the Neon DB auto-rebalance will not work anymore. So, to leverage Neon DB's auto-rebalance feature, we should not enable partition. Is it correct?
