Consistently bad ping in Singapore Server (Singtel ISP)

Hi I posted here quite a number of weeks ago where my ping tends to go 50+ in singapore at night. However, it seems to be getting worse and seems to be happening all times of day now, I am also experience very bad packet loss now. I have attached the latest tracert
