Large packet loss spikes

I've been having massive packet loss spikes (goes up to 100% sometimes) every 10 to 15 seconds. I've tried everything, but nothing's fixed it so far. It had fixed itself a week or two ago, but now the same issue is back. I'd really appreciate some help with this, please let me know if you need any more info.
