Is it okay for a scrollable marqee/tickertape to have clickable links?

front-endFrom a UI design standpoint, would it be acceptable (or not) to implement a CSS scrolling marquee / ticker-tape like the example below, and have it tab/button be a clickable hyperlink to take you to a respective page?

I have a problem where my website has more sections than I can fit on the home page - at least on mobile - and so I am looking for a way to "educate" visitors of the 5-6 sections that my startup has, and make it easy for them to access them.
This might be the way to "advertize" all of my Sections, and still make them easily accessible.
