RE2 Screen Resolution not Displaying properly

I had placed in a previous ticket, but i am not sure where it had went. It may have been removed. I am unable to make changes to the screen resolution. It keeps placing it in Full screen. The FMV Cut scenes flicker and glitch out when loading.
