Can I make monitor layout persist when monitors are off?

On my old setup if I turned off a monitor, the windows on it would stay there and still be there when I turned the monitor back on. With this mostly default setup the panels, icons, and even background image move around if I turn off a monitor. Sometimes I want to trigger the oled refresh and walk away while afk in a game but it turns off the monitor which has a variety of effects on different games and I would like to just lock the layout. I'm assuming it was x11 when I had it behaving how I want before but much like everything these days searching online has just been giving me AI nonsense and the closest sounding things haven't been what I'm looking for
