TPS and MSPT bad but CPU and Memory are not the problem

Fabrichey everyone. I run a small private server for some online friends and i have some problems with the tps and mspt since this afternoon. my cpu and memory are not at full capacity, so i dont really know what the problem is.
server is running on fabric and minecraft version is 1.21.11
We only run some light datapacks and mostly performance mods.
