Volume thinks it's muted when booted up

When starting up my laptop it always shows my volume is muted even though it isn't.
I can still hear everything just fine and change volume and everything, and it goes away when I change output and back.
But some applications won't recognize my audio (like the kde control panel) when first starting up because of it.
Any ideas on how to fix this?
