Steam + <Button> shortcuts stopped working

I can't press the steam button and additional buttons for shortcuts, and holding it down doesn't display the list either.
This happened about a month ago but it still is an issue, no idea what's changed, uninstalling decky doesn't fix it.
Only thing I've found is a thread about the screen reader but it's disabled in kde's settings.
