Already below quota but fair use policy still applying

I exceeded my usage quota after a grace period, and got hit with service restriction. I think I spent 1 or 2 days above quota. I have reduced my usage to below quota. However, my service restriction hasn't been lifted yet. I've been below quota for a few days now. How do I get the service restriction lifted?
