failed to fetch docker containers, new error

I've seen a few other posts about the docker container fetch failing. I'm receiving a different error set than the other posts. I believe I've already made sure the docker container is running with all of the correct permissions. I'm not sure I encountered this issue before upgrading to macOS Tahoe, but it might have started before then. I'll include the details below.
