Can't access Neon from Vercel + branch creation timeout

Two issues since Jan 13:
Branch creation times out (~2m49s) when Vercel tries to provision a database branch for preview deployments
"Access denied" when clicking "Open in Neon" from Vercel - I get redirected but can't access the project
I see another user here with the same problem, so this might be a broader issue with the Vercel integration auth.
Context:
Creating branches directly from Neon dashboard used to work fine
Production app is still running (DB exists)
I'm the owner of the Vercel project
Tried removing and re-adding the integration, same result
Could be an ownership/permissions issue on my side, but the fact that others have the same symptoms suggests something is broken in the Vercel
