Nvidia>AMD Serious performance issues

He guys I really need some help here. I came from windows about 2 months ago running nvidia bazzite with absolutely no issues.
I recently purchased an RX 9070xt, rebased to the correct bazzite version and ever since I’m having a lot of issues. A little background before hand: I have enabled overlocking for my cpu and gpu (though these issues were happening before hand), I use mangohud (with frame limit) and or steam overlay to track my fps, average, and 1% lows with graph, I’ve enabled the fsr4 upgrade from the bazzite portal.
So I mainly play arc raiders these days. No matter what settings I run, my gpu is maxed out in the main menu and runs well below my frame limit. In-game, my frame times are so incredibly inconsistent it’s scary. I’ll load in, gpu usage under 70%, cpu usage under 50% there are times I’ll hit my frame limit which is 145, but my average is usually somewhere around 80 and my 1% lows have been as low as 30fps. The game never feels smooth, my frame chart looks like someone with Parkinson’s trying to draw a straight line. Steady, but so so jittery with an occasional spike upwards of 20ms every 10 seconds or so. When I say steady it’s never straight, always very jagged. Also, my gpu has 16gb of vram, but never seems to use more than 6gb.
I’ve trouble shot this for days on end and I can’t find any helpful information or even any reason this is happening. I run ujust update every day, I’ve disabled all my extensions, nothing helps at all. I switched to amd because I was told it worked better with Linux. Now I feel like I made a mistake.
