Project is stuck in "Upgrading" for >24 hours after Postgres upgrade

🔢DB Connections

My project wbkpofmvjcmdqbivocqc has been stuck in 'UPGRADING' status for 24+ hours. The API says I can't pause/restart it. Can someone please clear the flag? Ticket # is SU-316696."

Any help in restarting the project and getting this unstuck would be greatly appreciated
