We’re facing a strange connectivity issue with our domain

We’re facing a strange connectivity issue with our domain:
https://api.vlinq.co

Location: Pakistan

Problem:

Around 90% of users can access the domain normally

But about ~10% of users cannot open it at all

The issue seems ISP-specific and inconsistent across different networks

On some networks DNS resolves fine, on others the request doesn’t reach the server

Setup:

Cloudflare DNS + proxy enabled

SSL/TLS properly configured

Everything looks correct from our side

DNS records, SSL, routing — all seem normal

Issue:
Local ISPs are not properly investigating the problem when reported, and this is impacting real customers.

We need help with:

How to technically debug this properly

How to confirm if this is an ISP-level blocking/routing issue

Which Cloudflare tools/logs/analytics can help identify where the failure is happening

Best approach to isolate whether the problem is DNS, routing, TLS, or ISP filtering

Any guidance, tools, or debugging steps would be highly appreciated
This is production traffic and affecting real users.
