Does Immich read XMP TagsList directly from photo files (no sidecar)?

I have an existing photo library that I want to import into Immich. The photos have XMP TagsList metadata embedded directly in the files (not in sidecar files).
When I import these files into Immich, the tags don't appear on the photos.
The documentation here -> https://docs.immich.app/features/tags suggests you support XMP TagsList, but it also says: "Any changes to tags made through Immich are also written back to a sidecar file."
Does this mean Immich only reads XMP TagsList if there's a sidecar file present during import?
