Cron jobs not executing - scheduler advances time but jobs never run
Environment:
- OpenClaw version: 2026.2.3-1
- OS: Windows 10 (x64)
- Node: v25.6.0
Issue:
Cron jobs are created and enabled, but they never actually execute. The scheduler recognizes time passing (nextWakeAtMs advances correctly), but no job runs are recorded.
Steps to reproduce:

Actual: Job never executes, run history stays empty
