Project tier costs?

I was on the Free plan and I wanted more than 2 active projects, so I upgraded to Pro. Now, when I create my third project, I am asked to choose a compute tier which apparently has additional cost per month other than the subscription cost? Did I understand this correctly or will that cost not be calculated?
Please let me know because if that's the case, I'd rather not subscribe if I'll pay $10/project on top of my $25/month subscription plan.
